The remarks by security analyst Joe Weiss before Congress in March of 2004 provide details on:

According to Weiss, there is a growing threat of cyber attacks on operational control systems that could create a crisis for which no country, company, or person is adequately prepared. Based on his knowledge of, and experience with, control systems, Weiss believes this is a very real possibility. In his testimony before Congress, he provides several recommendations on how the government can help secure the nation’s critical infrastructures from intentional and unintentional cyber events.
