No cyber security - what is IEEE thinking?

The latest recirculation ballot for IEEE P1547.4/D2 Draft Guide for Design, Operation, and Integration of Distributed Resource Island Systems with Electric Power Systems (dated April 2011 with comments due May 2011) states it is not intended to ensure safety, security, health or environmental protection. The Limitations section in the Guide state: “This guide does not address physical or cyber security”. The standards states implementers of the standard are responsible for determining appropriate safety, security, environmental, and health practices or regulatory requirements. Without security requirements, what good is the standard? I am baffled.
