The USAID Program issued a Broad Area Agency Announcement to seek participation for research and development interventions to address cyber security for critical infrastructures in the Ukraine. This is in response to the Ukraine having been subject to numerous cyber attacks including against critical infrastructures such as the power grid. The Ukraine has been described as a “cyber hacking proving ground”. As a result, USAID recognized the need to improve the cyber security of Ukraine’s critical infrastructures without violating the rights and freedoms of citizens or facilitating politically based persecutions. The program will develop and test new and innovative approaches that will concretely address numerous political and technical constraints. I am honored to have been selected as an Expert to support this effort.
