The sad thing about our collective response to cybersecurity issues for industrial control systems and critical infrastructure is the continuing refusal to cooperate and share information. End user companies do not want to share, fearing that some proprietary intellectual property might accidentally be revealed, or that an unguarded entry vector might be discovered. Vendors do not want to share their information fearing customer backlash, and fearing that what happened to Siemens, who gave Idaho National Labs the source code to PCS7 just in time to help NSA write Stuxnet, might happen to them. Governments don't want to share either.

Joe Weiss, with the help of a utility he refuses to name (it's that "don't talk" thing again) is setting up a cyber test bed that is non-governmental and very important. I encourage control system vendors and cybersecurity vendors to contact him and participate to the fullest extent possible.
