IEEE Smart Grid Standard approved with cyber security considerations excluded

IEEE P1547.4 (SASB/SCC21) - Guide for Design, Operation,and Integration of Distributed Resource Island Systems with Electric Power Systems - has been approved by IEEE despite numerous negative ballots.  This standard EXPLICTLY excludes cyber security. What is IEEE thinking?
