Several years ago Estonia was subjected to the first nation-state cyber war. I have been invited to give an ICS presentation Wednesday at the Cyber Conflict Legal and Policy Conference in Tallinn, Estonia. I will provide observations from the conference. Additionally, there will be a discussion of this subject at the October Control System Cyber Security Conference.
